This is the Houses of Parliament and Big Ben. Actually Big Ben is the name of the bell inside of the tower but the tower is called the Clock Tower of St Stephens.
The mooring rings on the Embankment of the Thames are in the form of lions' heads - Londoners have a saying about the river Thames:
When the water reaches the lion's mane, London's down the drain. When the lions drink London will sink.
